I can only say that I really don't like mostly evil settings unless I can bring real good into it. Such settings tend to either depress me or make me not care.
I don't believe it's impossible for vampires and werewolves to be good, it just takes a bit of effort... and to really be good, I believe you need to put some effort into it anyway.
And as for the vampires - the description you gave fits the vampires in Oblivion, not Morrowind. In Morrowind the vampires are always obviously inhuman, and there isn't really an in-game way to drink blood (vampires get an absorb health spell which may or may not be the literal drinking of blood. Werewolf description is spot-on, though of course the player, being the player, has no obligation to kill beyond the health drain, and given that the island is crawling with respawning nameless outlaws, it's really not hard to satisfy one's hunger in morally unambiguous ways.

I'm not entirely sure how we got to Vampires and Werewolves as a primary world focus anyway. They're just monsters, things that the different parties may or may not ever run into. Some DMs might spin them into a campaign focus, but they shouldn't be the penultimate plot device in the shared game world.

Agreed. Don't want to have them be too much of a plot tumor at the moment. Hmm, surely there's something we can agree on for a setting, we came together for more than vampires and werewolves, after all.

Considering I already made a setting based on the ideas people were saying and that still matches up with the most common requests AND thematthew and I are the only people who signed up for official world builder duties..... I'd say our setting is almost decided. It needs a bit more detail work but, it seems to work for what most people seem to want to be able to do. Unless someone is specifically against archipelagos and I just missed it. But everything else people seem to even vaguely agree they want is included, unless I'm forgetting something.

I don't even see why people are getting bent around the axle about werewolves and vampires. All that needs to be said on the subject is 'they exist' and then if somebody wants a gothic horror inspired story with them in it, they can just have it. If nobody wants to touch them with a ten foot pole in your game, then just play as if are actually just mythical creatures that people assume to exist and if you somehow run across one anyway you can be all 'OMG! They are real!'

Well if you have lycans and vampires, that opens the possibility for choosing them as a "race". How would lycans and vampires fit in, if someone wants to use those as a mechanic or PC backstory (PCs like cool things, after all)? Would that be a race in itself, or a mechanic/destiny/set of fitting utilities (e.g. "evolution" and "shape-shifter", though that would require a LOT of time in sessions to fully realize)...
Apart from them two, and the usual handbook choices, what kind of "races" would be within limits, and what kinds would be strictly off limits in the setting for PCs to create, if any (robots, seaponies, and such)?
Worldbuilding-wise: How would the economy work for individual factions or some of the special factions (e.g. Changelings)? Equestria in itself is wonky on that issue (gems vs bits, as far as currency goes), and this has several regions of differing technology and providable services.
Also, would the crystal ponies have a similar effect as in the main show on the other races, apart from the fuel (as in, reflecting good vibes with crystals to nearby lands)?

I will say that being werewolves (Well, weretimberwolves) and vampires are considered joke templates...So...Yeah. There's that. That will lend itself to people wanting to be other things like ghosts/timelords/ 2/7 draconequui. XD

As for Lycanthropes, my idea here would be to have a modified version of True Shifter that only costs 1 Racial point and only does a single form.

Hmmm, economy I would think would use a different currency for the two large empires since they'd be trying to limit trade between each other (you can't really force your merchants into your war policy but, you can make it difficult for them to operate outside of it). I would think the crystal switzerland (any name suggestions?) would just use both of the other two currencies as they'd already have to accept their money so why bother going through the trouble of making their own? And the rest of the world probably uses whatever makes sense, probably in part whatever empire's money they get their hands on and bartering or in some cases maybe their own currency in some cases.
Vampires.... yeah, tons of ways to go about it. Changelings don't have a feeding on love mechanic so vampires don't need a specific feeding mechanic either. It's an RP thing. Other powers are just dependent on what you come up with from GE and Utilities I'd imagine.

I actually like how 4e approached Vampires. They made them a character class instead of a race. This sounds odd, but it actually works well. After all, any race can be a vampire... You can be a pegasus vampire, a griffon vampire, a dragon vampire... And the more experienced vampires tend to be more powerful. The flavor of gaining vampiric powers through levels is great.
So perhaps use utility talents and similar, then justify it through flavor as being vampire powers.
As for the world building itself, I just skimmed to this last discussion - so I don't have anything to add with regard to that. All that I can provide is a general comment that settings with extra flexibility for more concepts tend to be more enduring than ones that say "no".

You're probably the only person I've encountered who likes that feature, as while it means that any race can be a vampire (which was doable anyway in 3.5e with templates), it kind of throws a wrench into them being really anything but a vampire. It reminds me of way back when Elves, Dwarves, and other races were classes... which I imagine really made them into one-trick ponies, so to speak.

Actually, the best vampires were hybrids. You could also multiclass into vampire for the cost of a single feat. There were definitely lots of options.
Furthermore, I mentioned that I liked the approach rather than the execution. Vampire mechanics were underpowered and uninspired. The flexibility of being able to use them as a class made a great deal of sense though, as well as providing the sense of progression to becoming a more powerful vampire.

See, I actively hate 4e as it kinda boiled characters down into 'pick the color of laser beam you fire' and made combat even more of an irritating waste of time for me. Also, making you chose between becoming a better vampire and becoming a better fighter is just plain silly.

When did it do that? That's a 3e thing. The hybrid system allowed you to brew a new class as a mixture between existing ones.

I made a comment that vampires didn't have to be an independent race in the world, if that's what people were worried about, and wouldn't have to be made via genetic engineering - as an additional option for y'all to consider. Past that, I don't have much interest in the topic. After all, this is your world. Have fun making it. =)

Alright, so back on topic... we also can make a larger map with the current map section being the Solar Empire.
So, we can just go about building this world now though I think we should have a couple more people working on it so it isn't just 2 people actively writing it. You know, so we can have someone make the Solar Empire their baby, one for the Lunar Empire, etc...

I don't have enough experience to DM, especially not something on this scale, but I'd be interested in doing some world building. How about we start a second setting? I'm thinking a pre-Equestria based system. As far as canon, there's virtually nothing. All we have is that the three pony tribes existed in a necessary, but uneasy peace. Everything else is up to us to decide, and we don't even need to make it conform to the canon.
I've actually done a bit of thinking how this would work in the context of an RTS. Earth ponies would have much higher resource gather rates and would be able to replenish certain resource nodes (e.g. rock farms), would have sturdier buildings, be able to tame and train animals, and would specialize in mobile siege weaponry via the battle saddle. Pegasi would have flight, as well as [mobile] cloud cities that would be difficult to attack from the ground, and are able to use weathercrafting offensively. Unicorns would be able to wield hand weapons (including bows!) with telekinesis, and would have access to a wide variety of magic, including megaspells (controlling the sun and moon, or just creating a localized eclipse to achieve the same result on a local level). A lot of this can be transferred over to an RPG setting.
I'm thinking a strictly medieval technology level, so things like catapults and ballista, but no computers or robots (perhaps some primitive clockwork gadgetry). It won't be until much later that unicorn magic will combine with earth pony technology to produce more advanced machinery. We still might get flying machines for earth ponies and airships for unicorns, but they will be primitive and dangerous.
We get a chance to have fun with the political structure, too. I see the unicorns as a decadent centralized monarchy. They've held themselves aloof from the rest of the world for so long that it's caught up with them, and passed them by. Now they're frantically scrambling to pull things back together and reassert themselves. To make a bad situation worse, the king has mysteriously come down with a bad case of dead, and now his daughter is having to manage the kingdom as well as court intrigue, where a quick ticket to power has presented itself in the form of the unwed princess.
The Pegasi consist of a number of city-states that generally prefer to fight each other than to cooperate, but one enterprising pegasus is trying to unite them into a mighty empire. Needless to say, this has a lot of other ponies scared, including many pegasi not yet part of this new empire.
The earth ponies have always been rural and decentralized, and as such, there have been many isolated revolts against oppression by the unicorns and pegasi. A revolutionary has risen up, trying to bring together the scattered villages and use some rather extreme measures to throw off oppression. To many, though, he (or she) is just an anti-unicorn zealot and troublemaker, and likely to be put down in short order in any case.
^With this sort of political system, it gives plenty of room for PCs of all three pony tribes to be working together, while still creating tension between the tribes as a whole. It also gives a lot of room for different groups to align themselves with different factions, and occasionally butt heads. It also gives a vast amount of ability to players to shape the future of the land by supporting one faction and carrying it through to victory.

The problem is that the whole point of that era of Equestria history was when different kinds of ponies didn't get along. The Unicorns had magic powers to control the day/night cycle, so they used that to tax food out of the Earth Ponies and were jerks about it. The Pegusi had dominion over the weather, which they used to tax food out of the Earth Ponies and were jerks about it. And the Earth Ponies grew all the food, and were jerks about it.
It really isn't that interesting of a setting, because instead of having a lot of different things to do and new stuff to explore, with different societies to take part in... you have the jerks who control the sun, the jerks who control the weather, and the jerks who control the food. Seriously, according to the pre-Equestria standard if the Earth Ponies rose up against the Unicorns... the Unicorns would turn off the sun. If they rose up against the Pegusi... they would be flooded. That's less interesting than freezerburned vanilla ice cream, just kinda bland and upsetting.
This is the reason we shouldn't do an Equestria setting, literally that kind of dynamic is built into the setting. You can't go against the wishes of the Unicorn overlords unless you want to deal with 1000 years of darkness, and you can't go against the Pegusi unless you want monsoon season to start today and last forever. Um... what? Why do we need two different settings? That'd be two different MMO/persistent worlds. Might as well just be their own individual games then. Kinda defeating the point to have multiple before we even know if we can support one.
Also... resource gather nodes? I don't understand the idea behind trying to make a tabletop RPG more like a videogame when videogame MMOs are attempting to imitate tabletop RPG settings. It ends up sounding like you're RPing some guys playing a videogame, not actual characters in an actual world.
It really sounds like you just want to run your own game. Otherwise you wouldn't be providing a plot like that. That's not what worldbuilding is really about.

Eh, I find the era interesting enough that I'd be willing to explore it. It certainly has potential, with the presumption that what we saw in Hearth Warming's Eve was a simplification. I also don't think it's quite true that the Unicorns would just not raise the sun if the Earth Ponies rebelled - that would kill them even faster than it'd kill the Earth Ponies, as I imagine they have less in the way of food stores than the Earth Ponies.
Now you've actually got me thinking about that. All three of the races basically have nukes aimed at each other, means to potentially kill off the other races that they could use but haven't. Indeed, pretty much all of the races need the others to survive, even if they aren't happy about it. I can see them existing in an uneasy peace on the surface, but each of them is in a cold war with the others, trying to find ways to undermine the others' position and increase their own self-sustainability. Which is rendered moot by the whole Windigo affair, but it'd be interesting to do a what-if scenario if that hadn't happened...

As for the 'Unicorns wouldn't stop raising the sun' it was explicitly stated they took the tithe of food for doing that job. No food means no sun, since this really screws over the Earth Ponies after a quick raid on their stores.
The whole problem is that there aren't a whole lot of different stories to be made in the setting, there is a small handful. Enough to make a game, but not enough to make a group of games where each group is doing their own thing that feels like it means anything at all.

I also feel there's nothing at all interesting in the single story to tell there. Unless you're telling the tale of how your group didn't notice the entirety of all three races were going to starve somehow for five different groups somehow but, that doesn't even make any sense.
Otherwise, I don't even understand how the Earth Ponies or Pegasi can do anything about the Unicorns. The Earth Ponies grow food... and both other groups just take it from them. They can't do anything about it because all they have is medieval tech vs fireballs, lightning bolts, and force fields. The pegasi similarly can't not make crop growing weather because the Unicorns will start using their fireballs and force-fields to just mow them down without taking any casualties.
But the major problem here isn't that the story doesn't make sense outside of people behaving really stupidly. The problem is that there aren't enough stories to be told there for a persistent world concept which is what we're doing. If you want to run that game, sure, run it. But don't try to sell it as something you can tell multiple ongoing stories in. Almost immediately some group will try to make everyone stop behaving stupidly and work together. Afterwards we're in the dawn of Equestria with everyone getting along and no clear idea of what the setting is supposed to be doing. Also we're back to the problem of the Equestria story already been set in stone and nothing any of the groups doing meaning anything.
So please, please can we go back to working on the setting that actually will function for this concept and allow people to tell more than one story that hasn't already been told?
