Fair, but this is clearly going to be a kneejerk choice for many builds trying to maximize a specific skill. I also don't know if adding 10.5 to a skill check twice a day is sane.
This is effectively better than a 1/day +21 bonus to your expert skill. Stealth gets redundant, there's only so much you can hide, but being able to do this with Magecraft or Athletics can have greater and greater returns.
