Curious Caltrop Connundrum

Outside of flavor, why would one take Caltrops? This is coming from someone who thinks the base concept is cool but keeps feeling like one of those powers where anything else is better. It's status as a utility as opposed to an attack eliminates a large number of combo options for it. The one thing I could see that would make its worth go up greatly would be if you could choose which member of the team it works for rather than just yourself.

Combo it with that free pip trait and have one's build make you always under the 4 pip max... And you got a free power to make people not wanta target you.

Combo it with one of the armors that let you deal damage back to attackers for some extra damage.

Combo it with a build that forces enemies to attack you or punishes them for not attacking you.

I dunno, I kind of agree with Zam; it feels a little under powered. Maybe make it a 1D6, or (like he said) choose who it can affect. Maybe both.
