Dragon talents
Some potential talents for the baby dragon template:
Do You Know You're All My Very Best Friends? [could use a better name]
Your presence inspires your friends, giving them a +1 bonus to all skill checks while they can see or hear you.
Now officially part of the baby dragon template.
#1 Assistant – Daily
You may provide a +10 bonus to an ally's skill check.

I feel like #1 Assistant is essentially an extra, albeit less versatile, Magic Point.
How about if it were something like:
#1 Assistant - 3X/Day
Any ally within line of sight may choose, before they roll a skill check, to roll twice for the check and take either result.
That's just my take on it.
EDIT: I changed the wording so that it's used prior to the roll, I kind of wanted the Dragon assistant to be helping out from the beginning of the roll, I feel that it captures the idea of 'assistance' a little better.

Re: Dragon talents
That was actually kind of the inspiration behind it, since giving an extra Magic Point was deemed too over-powered. So why not make a talent that replicates part of the functionality of a Magic Point, without allowing the use of Magic talents or Elements of Harmony? Yeah, it probably isn't the best idea...
Don't get me wrong, your idea is good too, although I would suggest tweaking the wording ever so slightly to "and take either result", since an ally could conceivably roll worse the second time.
And another idea I had:
You Are A Natural
Whenever a baby dragon gets a natural 20 on a roll made to assist an ally, they provide a +5 bonus instead of +2.

Well, I kind of figured that choosing either result might be too much of a cushion. Though the way it is now, I don't see a player choosing to use it unless they roll a 5 or lower, where as if it were either result, they would be more inclined to use it on some higher numbers. Maybe I'll go fiddle with the wording right now.
I like the You Are A Natural idea, and I think it's pretty much balanced as it stands.

Some more ideas for dragons:
Thick Scales –1/battle – Immediate Interrupt
Trigger: An enemy would hurt you with an attack.
Effect: You reduce the damage you would receive by 1/2, rounding down.
The Word ‘Fierce’ Comes to Mind – 1/day – Immediate Interrupt
Trigger: You receive damage that would knock you unconscious.
Effect: You reduce the damage so that you remain conscious with 1 HP.

Hmm, I thought these were supposed to be non-battle talents. Well, your second one could actually be used outside of battle (Example: diving off of a really tall cliff), but the first one seems strictly combat-oriented.
Re: Dragon talents
Doh! Good point. I really shouldn't think I'm being clever when I'm up way past my bedtime. Just disregard those, then.
How about another idea?
Thick Scales – Magic Interrupt
Trigger – You or an ally you can see makes an Endurance check.
Effect – After seeing the result of the roll, you may choose to add a +20 bonus to the check.

Technically, I can see it working (kind of like yeehaw!)... but it's hard trying to imagine, in what way, a baby dragon could somehow influence how well a different character deals with a specific effect like poisoned food or long-distance running... How do thick scales help another pony endure such things? It might just be a matter of flavour, but I'm kind of stumped honestly.
Re: Dragon talents
Personally I don't quite see how Yee-Haw! is supposed to work either, but...feel free to come up with another name that fits it better, that was just off the top of my head.

Re: Dragon talents
Here's one I've been thinking of
Fire Messaging10/day
A baby dragon can learn to use it fire to send a message over long distances. The message must be on a burnable parchment, the dragon must know the general location of the receiver, and the message can only go as far a three cities away.
Any opinions on this?

Can't Dragons choose one unicorn utility talent? Ie. Spike Take a Letter. The idea behind it was that any baby dragon could have some sort of 'magical effect' associated with their breath weapon. They already have it covered in that respect.
