A suggestion for Thunderstorm

About the Combat Talent Thunderstorm, could it possibly have added to it's effects that it CAN'T kill allies? KOing them would be fine, but killing it can't do?

I believe that's kind of the risk of it, because if you don't have that risk someone could easily shoot out a sh-t ton of lightning and not worry about permadeathing their allies.
