Talent Specialization

Hey, I think we need this:

Utility Talent:

Narrow Focus
Gain 8 talent specialization points

A way to allow players to opt out of something different for their utility talents in exchange for getting greater mastery of their specialties. I figure it works with Racial Talents to Utilities and Utilities to Racials (with point loss) so why couldn't we get the same here?

@ZamuelNow: I finally got around to adding your suggestion as an upgrade to Perceptive Eye. I've meant to do it this entire time, but kept forgetting.

@Z2: I never had anything like that before because I hadn't thought of having a lossy conversion rate. It's an interesting idea. I've added it as an optional talent to let people take since it would definitely change the balance in ways I haven't considered and there's a very small chance it might be overpowered. But only a very small chance, I think it should work out for most people and campaigns.
