[-2] Chain Lightning
Deal 1d10 to target creature. If you roll a 6 or higher you may copy this effect, choosing a new target for the copy.

Does that mean it has to be different for the second (and third, fourth, etc.) attack, or could I make all the attacks hit the same target?

the "New Target" means you have to choose a different creature for the lightning to hit.
