Well I guess that's not too bad compared to some possiblities but I think it's still too long.
Also unless those ongoing damages stack (I'm honestly not sure if they do) chainlink isn't in too much trouble yet.

I thought it was flashpoint that got the Temp HP.

The only thing I see is that it doesn't specifically say "Ongoing doesn't stack" in the PHB.

X Ongoing Damage – The creature takes X damage at the start of its turn until the effect causing the ongoing damage is removed.

However, a power like Kindle Pain implies that ongoing damage does not stack, and can only be increased in special circumstances.

These are NPCs, they can do stuff Player Character's cant.. So their Ongoing power stacks... Cause that's what the GM wants it to do.

All I know is, the last two games I played they didn't stack. Not that its a big deal or anything, just confused.

Yeah normally it DOESN'T... But it most likely is just a trait these Mooks got. After all he kept saying +1 Ongoing Damage implying it stacked.

Or the GM is an idiot and misread the attacks but won't admit it and instead prepares a safety line on the off chance that the attacks are too powerful.

But that would never happen.

Dumb GMs are great, cause it then lets some players try to outsmart them or something. But really it wasn't much of a problem. I think it intresting to have an "attack" (ongoing damage isn't an attack but a status effect so not an attack in the handbook) that just gives Ongoing that stacks.

It is still an attack. Even healing is an attack by the simplified rules of this setting. It just isn't a damaging attack even if it deals damage. Or so I understood it.
