You both notice smoke pouring out of a nearby house, and a tan unicorn who seems to be looking around for something... Or perhaps someone?
Lavender Rain notices a bit more. She can just make out somepony fighting somepony else on a roof top a few blocks down, and she can see several figures inside the burning house. She also sees someone darting around the corner of said house, vanishing from sight...

They also take 8 damage from the same Fire, and another 15 from the Earth Pony.
The flames turn, burning in a different direction; some of your water drips down, splashing you with the oil! Their heat presses in onnthe three ponies oppresively in it's ongoing quest for fuel!
Meanwhile, the earth pony doesn't respond to Glowing Soft's confusion, turning and kicking her in the face!

"Agreed." Bubbling Spring says, cantering over. Upon finding the door locked, he looks around, grabs a nearby barrel, and rolls it so that it's in line with the window. "Hang on tight." He mutters back to Lavender as he charges towards the barrel, his horn alight. As he approaches it, water from the air coalesces into a pillar, reminiscent of a fountain jet, a few feet below the window. As he jumps onto the barrel the pillar freezes solid, and he jumps from the barrel up onto the pillar, then uses his momentum while sliding on the pillar to power a second jump, through an open window.

What is it with my characters and dramatic entrances?
...Correction. What is it about my characters that lack fall immunity and dramatic entrances?
I think I technically made the water freeze faster than my ability allows, but if we assume that he was freezing it the whole time he was running, and the effect just made itself permanent at the jump, then it should be fine.

If needed, arcana check: 6+14=20
I promise that he had a reason for not just freezing the lock and smashing it.
Using Milk Bottle approximation, I estimate that that was about 50 gallons of water. I have about 140 gallons left for the day, at minimum.

Wandering Eye is in the middle of attempting to move the barrels telekinetically when his magic... fizzles out. Confused, but with no time to ponder this, he attempts to move the barrels by hoof. In the midst of his work, he notices a crashing noise...

Bubbling Spring practically flies through the window, Lavender Rain clutching his neck as she rides along. He makes a perfect landing in what looks like a bedroom; while it's (relatively) safe and not-on-fire here, he can smell the smoke drifting upstairs, and can just make out the sounds of activity downstairs...

However, do note that these sort of things can stack now; so, you now have Ongoing 10, but you get two throws this time. Speaking of which, the Fire did not make it's Saving Throw.

The flames continues to burn; the oil fueling it makes it hard to extinguish. The fire decides to take a more active role in the affair when a modest piece of rubble falls from the ceiling... On Water Drop's head.
The earth pony assailing Glowing Soft turns back for an attack with her front hooves, letting off another attack that (thankfully) feels a little weaker. Maybe that magic surge did something... ((No, not bloodied, but getting there.))

Wandering Eye can stand the barrels up and put them in place with some difficulty. He can also tell the "explosion" was a clever illusion, although the purpose eludes him...

As he skids to a halt, Bubbling Spring looks around the room, snorting in frustration when he registers the clamor below. "I did this so I could avoid the stairs..." he grumbles, opening the door with his magic from the side and exiting the room, looking for a way down.

The weird description of opening the door is designed so that the door shields him from potential backdrafts. This pony knows fire.
I guess I'll roll a perception check, though I can't imagine I'll need it to find the stairs. Just how fiery is this area, anyways?

"On it!" Taking in the situation, he sees the twins fighting both a fire and an unknown earth pony. The twins seem to be flagging in strength. He quickly focuses his dark power on the earth pony, a beam of violet light shooting out towards it, before focusing his power in a different direction, towards the twins. A white light, round and pointed like a star, extends from his horn and goes towards the twins, revitalizing them.

Lavender looked over what was happening in shock for a moment, before taking a deep breath and focusing. She needed to keep the nice unicorn carrying her safe, as well as whoever the "good ponies" were in this fight, and she knew exactly who to call to make it happen. Guardian, please help
Guardian, unlike most of her other friends, wasn't a pony. He came in the shape of a green cloud, since that was the best way to sure he could protect others quickly. Right now, he sat, and waited for when he was needed.

"What in the name of Celestia is going on in here?!" Bubbling Spring shouts as he sees the hubbub. "Stay close, kid." He says, his horn lighting up. "I'll get you out of here if this place falls over." He looks around, grimacing at the scene. So much wood. Wood was practically alive itself, which made it hard to use. Why did ponies use wood for so many things? He closed his eyes and spread out his awareness, rapidly scanning the hearts of the other ponies in the room. Water...and fire? In the same pony? Twice?! He registers disbelievingly, opening his eyes and looking at the twins. Twins. I saw them in the great hall. That would do it. ...Are those Shadows? He thought, instinctively shying his magical awareness away from Wandering Eye. I don't want to get anywhere near that. Earth, normal for an earth pony, not much use in this stupid wooden house...A new arrival? Ooh, simple fire. He sighs appreciatively, opening his eyes to view the newly entered cultist for the first time. He pulls a pouch out of one saddlebag and pours out sand in a semicircle in front of himself. He carefully, delicately, weaves his magic into the cultist's heart, feeling the heat in their body pulse in time to their heartbeat...And pulls, drawing pure heat and light out of the cultist. All that could be seen by others was a slight shimmering in the air, but to Bubbling Spring it was a bright pink stream, that wreathed itself around his body. He kept it there for the moment, Calling on the dirt beneath the house to worm between the floorboards, building up in a patch near the original earth pony. Fighting in a burning house required far more caution than he was used to.

So I tried to take a guess at what elements I'd find in everybody. I sort of waffled my way through Wandering Eye, took the obvious route out for the twins, and the simplest route for both NPCS. I think my judgement on the robber could be wrong, given that she's got some sort of aura. Fire seemed to match the cultist mindset pretty well, but if he's from the cult of water or something, let me know.
Also, how bad is the fire right now? Is it licking the rafters, or is it still localized, mostly.

In a moment, a series of arcane runes of the same color appeared around the hooded earth pony, sapping their strength...

The earth pony begins another assault on Glowing Soft; however, she is stopped by a raging Water Drop, who barrels into her and forms a rolling ball of violence. Glowing Soft's horn begins to glow, and her various bruises and scratches start to patch slightly...
Meanwhile, Wandering Eye has his own problem. The cultist has decided to try and barrel through him towards the ball of violence; luckily, Bubbling Spring's spell takes the worst of it, and the two of them end up in a sort of pushing match...

Wandering Eye considered his options. After a moment, with but a thought, he switched his hex over to... the fire? Yes, the fire was now being... hampered somehow, as though its virulence were being stifled by greater forces. Meanwhile, after a brief struggle, he shoved the cultist pony away from him and fired a beam of indigo light at it. As it connected, it began to pulse, running from the cultist pony to Wandering Eye, granting him strength.

Redirecting my Hex over to the fire.

That is a very nice spell. I should ask him about it some time. Bubbling Spring notes, a quiet sifting noise notifying him that his spells were all ready. He releases the heat watches it fly toward the earth pony, sharpening into a sort of pointed ellipse mid-flight. Unfortunately, it misses it's target (her head), and instead strikes her back, which promptly catches fire. Bubbling Spring rolls his eyes and quickly releases the gathered dust and earth, letting it shoot up into the air and collapse on the earth pony. Though heavy, it was little more than a nuisance, and it primarily served to prevent her from spreading the fire elsewhere.
He suddenly starts, noticing the licking heat at his side. Between building up his spells and coiling heat around himself, he hadn't noticed that actual fire was approaching him. Lavender yelped at the fire "Help!" Guardian swirled around her, helping to shield from the worst of the fire. She snapped her eyes shut, allowing Teddy to slip off her, and kick the fire in an attempt to put it out.
The truth was, Teddy was much more sturdy than his appearance would indicate. But seeing him out in the heart of the fire made Lavender forget. "TEDDY!"
As she screamed, her sheer panic activated a failsafe system her old master had built into her. For once, Lavender was glad of something he did, and she pushed these failsafes to their boundaries, to both protect them, and lash out at anything that would hurt Teddy

A massive wave of lavender energy rolls off the filly, falling mainly on the fire; the two energies seem to struggle a while, causing a rippling in the air above it, shaking the house as the fire struggles to continue living. However, the ((crit-storm)) spell wins in the end, putting the fire out!
The two enemy ponies notice this; and, with excellent coordination, extricate themselves from their respective battles, with the yellow mare climbing onto the cultist's back wearily as he carries his (apparent) comrade out through the door at a gallop...

Bubbling Spring blinked as the fire was just sort of...smothered by nothing, but refocused as the thief and the cultist bolted for the door. His horn lit up, and for a moment the doorway shimmered before suddenly being blocked by a 15-cm-thick wall of ice.

This is the best power ever.
15-cm is about half a foot, FYI. You have to make ice thick to give it stopping power.
I estimate that this takes about 40 gallons of water, so...100 gallons remain.
All of this is governed by a abilities, so I think this roll is just for speed of implementation.
