You're right, this is never specified. The intention is that you can have it wherever, but I should put a note to that in the conjuration keyword. Can't now though, running to class.

It's honestly just a free Draw Blood without the ongoing, and has a price for it. Not really broken.

Considering it's been playtested for months without breaking anything and that it fits all the mathematical metrics to be absolutely fair... I'm pretty sure it'll be alright. However, if things break - we'll simply change it.

Here's a question: What constitutes a 'target?'
If I get hit by a fireball, or arcing bolt, or any/all of the area of effect skills; am I being 'targeted' enough to use my abilities? Cause it seems like those skills would be 'targeting' three, six, or however many creatures; rather than no target at all.

Although, I just noticed- Talisman of Illness doesn't really have a purpose. For the same 2000 gold you can get Training Certificate (using the same Trinket slot) and use it to get
Persistent Hex
Enemies suffer a -3 penalty to saving throws against (save ends) effects that you bestow.
as your Trait, which is better by one than the penalty you impose with Talisman of Illness- as well as giving you the prerequisite for another Trait.
EDIT: Actually there's one case where it's still useful: if you get Surefire Hex you don't have the -3 anymore: in which case you could possibly use the -2 given by Talisman of Illness. But otherwise its not useful. And Training Certificate can be taken multiple times, so that's not a reason either.

Training certificate can be taken multiple times, but you can't have two Persistent Hexes ever, whether on traits or training certificates.

But I thought the (save ends) modifiers didn't stack? In which case the -3 from Persistant Hex (via Training Certificate) is better than Talisman of Illness

Oh, what I meant by that is its not even a disadvantage in limiting your options by taking that Trait instead of others (since you can take Training Certificate multiple times)- if you could only take it once, using it to get a -3 versus Talisman of Illness' -2 would actually be a more balanced choice (not that I would suggest limiting use of Training Certificate, as it seems quite fun!)

The thing is, as long as it is limited to once per round it is fine in pbp or Skype. Only on standard action attacks limits it greatly for builds that actually used it compared to single target attacks.
